Counsel/Associate General Counsel, Clean Energy

KEY RESPONSIBILITIES OF THE COUNSEL/ASSOCIATE GENERAL COUNSEL, CLEAN ENERGY

EEI is looking to add a bright, resourceful, and organized Counsel/Associate General Counsel, Clean Energy, to our Legal and Clean Energy Policy team. In this role, the individual will be responsible for providing legal and advocacy support within and outside of EEI to obtain reasonable federal laws/regulations that reflect the industry's changing fuel mix, the clean energy transition, and plans for an orderly transition away from coal, as well the growing importance of renewable energy and natural gas as fuel sources.

Other important responsibilities of the Counsel/Associate General Counsel, Clean Energy, include:

  • Assists EEI members with agency engagement on environmental compliance, wildfire engagement and compliance, permitting, and other particularly related to federal rulemakings, activities at the Department of Energy (DOE), Department of the Interior (DOI) and the U.S. Environmental Protection Agency (EPA), with a focus on both the transition of the generating fleet to cleaner energy resources, permitting and building dispatchable generation, and permitting requirements related to wildfire and hazard mitigation.
  • Provide legal support federal agency engagement efforts on a range of federal rulemaking efforts. Support efforts for the Environment EAC and other EACs at EEI as needed; help develop and implement EEI policy positions on clean energy and federal regulatory issues, with EEI internal team and EEI members.
  • Draft significant portions of comments in response to federal rulemakings; draft white papers, legal briefs, and other materials that explain, support, or defend EEI positions on these issues; provide compliance and implementation counseling direct to members on DOI-, EPA- and DOE-specific issues; work with members to achieve consensus policy positions.
  • Engage with EPA staff on a range of clean air and climate issues to educate and inform them on EEI member company positions and issues; keep abreast of developing EPA and DOE regulations and programs.

REQUIRED QUALIFICATIONS

Candidates should have a bachelor’s degree and juris doctorate.

  • Minimum of 5-10 years of experience with advance degree.
  • Experience with Clean Air Act issues and environmental permitting required.
  • Knowledge of the federal rulemaking procedure and federal agency activities and policy processes, and positions of electric utilities, government agencies, other industries, and environmental groups.
  • Experience with Clean Air Act.
  • Experience drafting comments, reviews briefs, and provides legal research on all relevant policy issues.
  • Proficiency with Microsoft Office (Word, PowerPoint, Excel, SharePoint, etc.).
  • Excellent verbal and written communication skills.
  • Ability to work effectively with a broad range of staff and external stakeholders. Internal stakeholders include Government and External Affairs, Reliability, Security and Ops, Communications, and FERC. External stakeholders include EEI member companies, APPA, NRECA, EPRI, ECOS.

COMPENSATION

The salary range for this role is $150,000-$180,000. Starting annual salary will be determined on individual qualifications. EEI also offers an annual performance incentive which is prorated for mid-year start dates. This incentive is typically up to 10% of the base salary.
